The Independent Commission Against Corruption (ICAC) recently signed two Memoranda of Understanding (MoU) with the Immigrations and Citizenship Services Authority (PNG CSA) and the Investment Promotion Authority (IPA) as part of its collaborative efforts to curb corruption, illicit enrichment and related criminal offences in Papua New Guinea. 

The MOUs set out the framework for cooperation amongst the agencies aimed at preventing, detecting, investigating and prosecuting corrupt conduct, money-laundering and other serious offences that undermine good governance and national development. 

The partnership with PNG ICSA is aimed at strengthening national efforts to prevent individuals implicated in corrupt conduct from fleeing the county to avoid investigations and prosecutions. 

Chief Migration Officer, Wellington Navasivu expressed satisfaction with the conclusion of the MOU stating that: “The ICSA will work closely with the ICAC on areas of mutual interest, cooperation and information sharing”. 

Mr Navasivu highlighted the need for stronger cooperation and information sharing between key agencies, law enforcement bodies, border authorities and financial institutions to jointly address the growing concerns around human trafficking, money-laundering and all forms of transnational crimes. 

The MOU with IPA meanwhile sets outs the collaboration between the ICAC and IPA and is aimed at enhancing oversight of business activities, particularly foreign and domestic investments inclusive of intellectual property rights. 

This partnership is a critical step forward ensuring that investments in PNG genuinely serve the national interest. 

“The IPA places emphasis on Anti-Money Laundering and Counter Terrorism Financing (AML/CTF) issues,” IPA Managing Director, Clarence Hoot said.
