The Independent Commission Against Corruption (ICAC) has successfully concluded its awareness and public engagement activities at the 70th Goroka Show, with hundreds of visitors stopping by the Commission’s information and awareness stall at the National Sports Institute in Goroka.

The initiative provided a valuable opportunity for the ICAC team to engage directly with members of the public and educate them about the Commission’s mandate, roles, and functions. Throughout the show, the team answered frequently asked questions, explained how members of the public can report suspected corrupt conduct to the ICAC, and shared information on how communities can work together to reduce, prevent, and combat corruption in Papua New Guinea.

The stall attracted a diverse audience, including public servants, individuals from private companies, local community leaders, youth, and students and the international tourists. Visitors took the opportunity to learn more about the Commission’s work and discuss the impact corruption has on their communities, workplaces, and daily lives.

Many of those who visited the stall expressed distress over impacts of corruption and they were pleased that information about the ICAC had been brought directly to them. Visitors also shared their willingness to be part of the fight against corruption, with many indicating they wanted to join hands with the Commission in promoting transparency, accountability, and integrity in society through reporting suspected corrupt conduct to the ICAC.

A common concern raised during the engagement was that many people had witnessed or experienced corruption in some form but did not know where or how to report it.

“Pasin korapsen save kamap arere long mipela tasol mipela no save how long ripotim (Corruption is something we see happening around us, but many of us never knew who to report it to or what steps to take.),” a member of the public said.

Another said, “Thank you for coming to us. Having the ICAC here has given us the information and confidence we need to speak up and do something about it.”

The awareness initiative also received strong support from public servants who visited the stall. Many spoke openly about the negative effects corruption has on public services, economic opportunities, and community development.

One public servant remarked: “We have had enough of the impacts of corruption. It affects our livelihoods, delays essential services, takes away opportunities from ordinary people, and weakens trust in our institutions. We all have a responsibility to stand against corruption and be part of the solution.”

The positive response received throughout the event reinforces the importance of community engagement and public education in the fight against corruption. The high level of interest and participation demonstrated that Papua New Guineans are eager to learn more about corruption issues and how they can contribute to building a more transparent and accountable society.

The ICAC remains committed to bringing essential information about its roles and functions closer to communities across the country and ensuring that members of the public understand how they can safely and confidently report corruption. Through continued awareness and outreach activities, the Commission will continue working with citizens, communities, and stakeholders to strengthen collective efforts to reduce, prevent, and combat corruption in Papua New Guinea.

Leaders called to support Papua New Guineas’s Financial Action Task Force (FATF)  commitments and uphold integrity heading into the 2027 elections

The Independent Commission Against Corruption has urged provincial leaders to strengthen transparency, accountability and compliance as PNG seeks to improve its international financial standing and prepares for the 2027 National General Election.

Acting Deputy Commissioner Thomas Eluh said PNG’s placement on the FATF Grey List has increased scrutiny of how public funds are managed throughout the country.

“The world is not watching Waigani alone. The world is watching our provinces, our districts, our LLGs and how we manage every kina,”he said.

He reminded leaders that public spending must be traceable, transparent and compliant with procurement and financial management laws.

“The Procurement Act is no longer just a governance tool. It is an international compliance requirement,”he said.

ADC Eluh noted that helping PNG exit the Grey List requires collective action from every level of government.

At the same time, he warned that public officials must remain professional and impartial as the country approaches the 2027 National General Election.

“Politics may change, but public administration must remain professional, impartial and accountable,” ADC Eluh said.

Acting Commissioner Retired Judge Don Sawong reinforced that while prevention and education remain priorities, the Commission will continue to exercise its investigative and enforcement powers where necessary.

“The strongest partnership between the ICAC and provincial administrations is one where prevention comes first, education supports prevention, and operations are available when enforcement becomes necessary,” he said.

He reminded officials that ICAC’s establishment was driven by the need to safeguard public administration and strengthen accountability across government institutions.

Closing the forum, both AC Sawong and ADC Eluh encouraged provincial administrations to work closely with the ICAC through awareness programs, training, risk assessments and governance reviews.

“Do not wait for the ICAC to find the problem. Work with the ICAC to prevent the problem,”AC Sawong urged.

The forum concluded with a strong message from the ICAC: strengthen systems, follow the law, uphold integrity and work together to build public trust in government institutions.

Provincial and district leaders have been reminded that they play a critical role in safeguarding public funds and maintaining confidence in government institutions.

During the regional breakfast forum, ICAC Acting Deputy Commissioner Thomas Eluh highlighted the significant volume of development funding managed at the provincial and district levels.

According to ADC Eluh, approximately K1.18 billion in DSIP and PSIP funding was distributed across Papua New Guinea in 2025, including K960 million to districts and K220 million to provinces.

“This is K1.18 billion flowing directly into provincial systems; money that passes through your hands, your processes and your oversight,” ADCEluh said.

He noted that provincial administrators and district leaders carry significant responsibilities under the Procurement Act, Public Finances Management Act, Section 32 controls and Form 11 approval processes.

“Every committee you chair, every tender you approve, every supplier you verify, or fail to verify, becomes part of a national story of integrity or corruption,” he said.

Similarly, Acting Commissioner Retired Judge Don Sawong emphasised that public trust depends on how public officials manage resources and implement government programs.

“Provincial and district administrations are at the frontline of government service delivery and play a decisive role in building public trust and preventing corruption,”he said.

AC Sawong said integrity means managing public resources responsibly, placing public interests ahead of personal interests and making decisions capable of withstanding scrutiny.

ADC Eluh challenged leaders to recognise that they are more than administrators.

“You are custodians of public confidence. You are stewards of the nation’s resources,”he said.

Both leaders encouraged provinces to strengthen procurement compliance, improve financial oversight, undertake corruption risk assessments and ensure accountability mechanisms are functioning effectively.

The Independent Commission Against Corruption is placing corruption prevention at the centre of its work, with Acting Commissioner (AC) Retired Judge Don Sawong and Acting Deputy Commissioner (ADC) Thomas Eluh highlighting the importance of strong systems, ethical decision-making and proactive governance. 

Addressing provincial leaders during the third Commissioners’ Regional Breakfast, ADC Eluh explained that the ICAC’s approach is built on prevention before enforcement. 

“The role of the ICAC is both proactive and reactive,” ADC Eluh said. 

“Our proactive mandate focuses on prevention, education and awareness, while our reactive mandate is centred on enforcement.” 

He said the Commission’s prevention efforts are centred on engagement, awareness and education, communication, research and policy development to help institutions identify vulnerabilities before corruption occurs. 

AC Sawong echoed the importance of prevention, describing it as the first and most important pillar of the ICAC’s mandate. 

“Good prevention is not about catching people after the money is gone. It is about designing systems so that the opportunity to misuse public resources is reduced in the first place,” he said. 

The Acting Commissioner encouraged leaders to strengthen procurement systems, internal controls, reporting mechanisms and governance processes within their administrations. 

Meanwhile, AC Sawong also highlighted the importance of ethical leadership and decision-making, encouraging public servants to assess their decisions against a simple set of questions: 

• Is it lawful? 

• Is it fair? 

• Is it transparent? 

• Can it be justified publicly? 

• Would you be comfortable seeing it on the front page of a newspaper? 

He stressed that awareness initiatives should ultimately change behaviour and workplace culture rather than simply improve attendance at training programs. 

Both leaders stressed that strong systems alone are not enough. 

“Systems do not operate by themselves. They operate through people entrusted public officials like you,” he said. 

ADC Eluh added that successful prevention depends on strong partnerships and cooperation between the ICAC and public institutions. 

“These initiatives cannot be carried out in isolation,” he said. 

Provincial administrators, district leaders and senior public servants have been called upon to take greater ownership of the fight against corruption, with Independent Commission Against Corruption (ICAC) leaders stressing that integrity and accountability begin at the leadership level.

The message was delivered during the third Commissioners’ Regional Breakfast for the Southern Region in Port Moresby, where Acting Commissioner Retired Judge Don Sawong and Acting Deputy Commissioner Thomas Eluh addressed provincial leaders under the theme “Engaging Provincial Leadership: Promoting Integrity and Accountability through Partnerships.”

AC Sawong told participants that corruption should not be viewed solely as a law enforcement issue.

“Corruption is not simply a problem for the ICAC to deal with. It is a governance problem. And governance is a leadership responsibility,” he said.

He described corruption as the abuse of power, position or authority for personal gain, noting that its consequences are seen every day through poor service delivery, weakened institutions and wasted public resources.

Echoing the Acting Commissioner’s call for leadership-driven reform, ADC Eluh said corruption prevention begins with a willingness to confront reality and address governance shortcomings openly and honestly.

“Acknowledgement is not blame. Acknowledgement is leadership. It is the courage to say yes, there are problems, and yes, we must fix them,”he said.

“We cannot fix what we refuse to face. We cannot strengthen systems we pretend are functioning.”

Both leaders stressed that corruption prevention starts with leadership that is willing to confront challenges, promote transparency and strengthen systems before problems escalate into investigations.

AC Sawong reminded officials that public trust is built through the decisions they make every day.

“Ultimately, the trust that citizens place in government is built, or lost, through the actions and decisions taken in offices such as yours every day,”he said.

The Commissioners encouraged provincial leaders to see themselves as custodians of public trust and partners in building a stronger, more accountable public sector.

The Independent Commission Against Corruption (ICAC) today held an official handover ceremony, marking the transition of the Acting Commissioner role from Thomas Eluh to retired Judge Don Sawong. The event was witnessed by commission staff and members of the media.

The event provided an opportunity to acknowledge the leadership and contributions of outgoing Acting Commissioner and Acting Deputy Commissioner Thomas Eluh, while reaffirming the new Acting Commissioner’s commitment to advancing the Commission’s mandate through its three strategic pillars: Prevention, Education and Awareness, and Enforcement, supported by a fit-for-purpose organisational structure designed to prevent and combat corruption.

Mr Eluh welcomed the appointment Retired Judge Sawong, describing it as a positive step for the Commission’s continued growth and effectiveness. He expressed confidence in retired judge Sawong’s leadership and pledged his full support in working collaboratively with him to advance the Commission’s strategic priorities and achieve its planned objectives. He emphasised the importance of continuity in leadership and teamwork in strengthening the ICAC’s efforts to uphold integrity, accountability, and public trust.

“I respect the decision of the ICAC Appointments Committee and welcome the appointment of Retired Judge Don Sawong as Acting Commissioner during this transitional period,” Mr Eluh said.

He vowed to work closely with the two Acting Commissioners and the ICAC executive team to ensure the Commission remains firmly focused on its enforcement pillar while continuing to strengthen its anti-corruption efforts

Meanwhile, the incoming acting commissioner in his remarks, thanked the ICAC Appointment Committee for the confidence placed in him and acknowledged the work carried out by the Commission’s leadership and staff.  

The Acting Commissioner Retired Judge Sawong emphasised that effective enforcement is critical to deterring corrupt practices and maintaining public confidence and said he looked forward to fostering strong collaboration across all areas of the Commission to deliver meaningful outcomes.

“I am honoured and privileged to take on this responsibility and to serve the people of Papua New Guinea in this important role,” he said.

Both leaders emphasised that while leadership may change, the ICAC’s mandate remains constant.

“When the three of us assumed these responsibilities in June 2025, our immediate priority was to restore stability in the leadership of this young institution to continue to grow and mature. I am pleased that this has been achieved,” Acting Commissioner Sawong said.

He emphasised his plans for this term as acting deputy commissioner is to focus on the areas that will have an impact on preventing and addressing corruption.

The ceremony concluded with a reaffirmation of the Commission’s commitment to its anti-corruption mandate and its determination to work collectively towards building a transparent, accountable, and corruption-free Papua New Guinea.

Staff and members of the media witnessed the formal exchange through a cake cutting ceremony, symbolising a memorable transition of leadership and a shared commitment to advancing the ICAC’s mission.

The Independent Commission Against Corruption (ICAC) has entered a new leadership chapter, with the appointment of Retired Judge Don Sawong as the  Acting Commissioner and Thomas Eluh transitioning to the role of Acting Deputy Commissioner (Prevention and Corporate).

Both leaders have delivered a united message to Papua New Guineans: the fight against corruption remains firmly on course.

The ICAC’s Appointment Committee’s  decision to appoint Retired Judge Don Sawong as Acting Commissioner follows an ongoing recruitment process to fill the Commission’s substantive leadership positions.

For outgoing Acting Commissioner Thomas Eluh, the transition reflects the strength of the Commission’s governance framework and the maturity of an institution built to serve Papua New Guinea beyond individual leaders.

“I respect the decision of the ICAC Appointments Committee and welcome the appointment of Retired Judge Don Sawong as Acting Commissioner during this transitional period,” Mr Eluh said.

“I congratulate Retired Judge Don Sawong, who is an experienced and capable leader, on his appointment and assure him of my full cooperation,” Mr Eluh said.

Mr Eluh assumed the role of Acting Commissioner during a period when the Commission required stability and renewed confidence

“I was appointed Acting Commissioner at a time when the ICAC was facing leadership challenges and required stability and direction. My responsibility was to restore leadership, order, and confidence within the organisation, and I believe that objective has been achieved,” he said.

Reflecting on his leadership journey since helping establish the Commission’s foundations in 2018, Mr Eluh expressed pride in the progress made by the ICAC staff and stakeholders in building the ICAC.

“We have worked collectively to build the foundations of an independent anti-corruption institution for Papua New Guinea. I am proud of the progress made through the dedication of our staff so far,” he said.

Incoming Acting Commissioner Retired Judge Don Sawong acknowledged Mr Eluh’s contribution to the Commission’s growth, describing his leadership as instrumental during both the establishment and interim and the operational phases of the ICAC.

“I wish to acknowledge and thank the former Acting Commissioner, Mr Thomas Eluh, for his exemplary leadership, dedication and service to the Commission,” he said.

“From guiding the Interim ICAC through its formative years to serving as Acting Commissioner from July 2025 to July 2026, Mr Eluh provided the stability and direction that enabled the Commission to continue fulfilling its mandate. His contribution has laid a strong foundation upon which we will continue to build.”

Retired Judge Sawong said he was honoured by the confidence placed in him by the ICAC Appointments Committee for entrusting him with the role.

“I am honoured and privileged to take on this responsibility and to serve the people of Papua New Guinea in this important role,” he said.

Both leaders emphasised that while leadership may change, the ICAC’s mandate remains constant.

Mr Eluh stressed that the Commission’s work belongs to the people of Papua New Guinea and must continue regardless of who occupies leadership positions.

“ICAC is bigger than any one individual, including me. It belongs to the people of Papua New Guinea, and its work must continue regardless of changes in leadership,” he said.

Retired Judge Sawong echoed those sentiments, assuring the public that the ICAC’s anti-corruption efforts would continue uninterrupted.

“I want to assure everyone that the work of the ICAC continues regardless of changes in leadership. Our mandate remains strong, and our commitment to combating corruption remains unwavering,” he said.

Retired Judge Sawong said one of his key priorities would be ensuring the Commission is strategically positioned to effectively tackle corruption across the country.

“As Acting Commissioner, one of my priorities is to ensure that the ICAC is strategically organised and positioned to effectively address corruption across the country,” he said adding that this would involve strengthening organisational structures, aligning priorities with the ICAC’s mandate, and ensuring the Commission remains focused on delivering meaningful outcomes for Papua New Guineans. He said these works are currently underway and would continue, with the focus on strengthening the ICAC as a credible and effective integrity institution.

“We will continue building on the progress that has been made and further develop the ICAC into a strong, credible and effective integrity institution that delivers on its responsibilities and meets the expectations of the public,” he said.

The new Acting Commissioner also thanked the ICAC staff for their professionalism, dedication and commitment to the Commission’s mission, recognising their role in advancing the Commission’s work.

“Together, we will remain focused on strengthening the Commission, upholding integrity, and serving the people of Papua New Guinea,” he said.

As ICAC enters this new phase of leadership, the message from both acting commissioners is clear: the Commission remains steadfast in its mission to prevent, investigate and combat corruption, while continuing to build a stronger institution dedicated to accountability, integrity and public trust.

The fight against corruption in Papua New Guinea requires a united, whole-of-society approach. This week, the Independent Commission Against Corruption (ICAC) held its first formal engagement with the private sector, as part of its ongoing efforts to promote integrity and accountability across provincial and district levels of government.

“The private sector is a cornerstone of Papua New Guinea’s economy and national development,” Acting Commissioner Thomas Eluh made this statement during his opening remarks this morning at the Commissioners’ Business Breakfast at Lae International Hotel.

He emphasised that businesses play a vital role by:

• Driving economic growth and employment
• Delivering essential goods and services
• Partnering with government in infrastructure, procurement, and service delivery

“Given this close and continuous interaction with government systems—through licensing, taxation, contracting, and service delivery, the conduct of businesses directly impacts the integrity of those systems,” Mr Eluh said.

“When businesses operate ethically, governance systems are strengthened. When unethical practices occur, those same systems are weakened, creating space for corruption to thrive.”

Corruption is not confined to the public sector. In many cases, it involves both public officials and private sector actors.

Common risk areas include:

• Procurement and contracting processes
• Infrastructure development projects
• Resource sector operations (such as mining and logging)
• Licensing, customs, and tax administration

Unethical practices such as bribery, collusion, inflated invoicing, and facilitation payments:

• Distort fair competition
• Increase business costs
• Discourage legitimate investment
• Damage industry reputation
• Divert public resources away from development

Ultimately, corruption harms not just government, but also businesses, the economy, and the people of Papua New Guinea.

Acting  Commissioner Eluh said that Integrity in business is more than a legal requirement, it is a strategic advantage.

Ethical businesses:

• Build trust with government and partners
• Strengthen their reputation locally and internationally
• Reduce legal and financial risk
• Contribute to stable and predictable markets

“Every interaction between business and government either strengthens or weakens national systems,” he said adding that strong systems limit corruption opportunities, while weak systems allow them to persist.

“The ICAC was established to address these very challenges, closing integrity gaps, strengthening oversight, and ensuring that governance systems function effectively in practice, not just on paper.”

The ICAC is a constitutional body established under Section 220B of the Constitution and governed by the Organic Law on ICAC (OLICAC).

Its mandate focuses on four key areas:

• Prevention: Identifying and reducing corruption risks
• Education : Promoting awareness and a culture of integrity
• Investigation: Examining allegations of corrupt conduct
• Enforcement: Ensuring accountability through appropriate legal action

Speaking on the establishment of the ICAC  and its mandate, ICAC Acting Deputy Commissioner Ellenas Batari (retired judge) emphasised that the ICAC’s work extends beyond the public sector. He said the Commission actively collaborates with the private sector as a critical partner in preventing and addressing corruption.

The ICAC is committed to working collaboratively with businesses to strengthen systems and reduce risks.

This includes:

• Identifying high-risk areas in business–government interactions
• Supporting improved internal governance and compliance systems
• Promoting ethical standards and responsible business conduct
• Delivering training and awareness programs

Acting Commissioner Don Sawong also alluded similar comments stating that  the ICAC aims to create a transparent and accountable environment where both public and private sectors can operate effectively and fairly.

He stressed that the ICAC has the authority to investigate private sector actors where corruption intersects with public systems.

This may include cases involving:

• Misuse or improper receipt of public funds
• Collusion or bribery involving public officials
• Procurement fraud or irregularities
• Links to corrupt activities within government

Accountability applies to all parties. Where sufficient evidence exists, ICAC will take independent, professional, and evidence-based action.

Papua New Guinea continues to face systemic corruption challenges driven by:

• Weak procurement systems
• Lack of transparency in contracting
• Political and administrative interference
• Informal influence networks
• Financial misconduct and illicit flows

Recent developments, including Papua New Guinea’s placement on the FATF Grey List, highlight vulnerabilities in financial systems and the increasing risks associated with corruption.

Lae, Morobe Province:  The Acting Deputy Commissioner of the Independent Commission Against Corruption (ICAC), Don Sawong (Retired Judge), has delivered a strong and timely message to public officials, urging them to place integrity at the centre of decision-making as Papua New Guinea continues its development journey.

Addressing a gathering of government representatives, public servants, and development partners in Lae during the Commissioners’ Regional Breakfast for the Momase, ADC Sawong emphasised that while corruption enforcement remains critical, the country’s long-term success depends on prevention and that responsibility rests heavily with those who work within the public service.

ADC Sawong started his remarks by acknowledging the critical role public officials play in shaping how government functions daily.

“Government only becomes real through the actions, decisions, and judgment of public servants and political leaders,” he stated.

From managing files to approving payments and ensuring service delivery, he stressed that it is the everyday decisions made within government offices that determine whether public resources are transformed into meaningful outcomes for citizens.

Established under a constitutional mandate, the ICAC operates through prevention, education, and enforcement. While investigations and prosecutions often draw public attention, ADC Sawong highlighted that these occur after damage has already been done.

“The real solution is prevention,” he said, noting that corruption must be stopped before it begins in the decision-making processes of individuals across all levels of government.

He challenged the narrative that Papua New Guinea’s development challenges stem from a lack of resources.

“Papua New Guinea is not a poor country,” he said.

“We are a resource-rich nation with extraordinary natural wealth and a young, growing population.”

Despite this, many citizens continue to lack access to essential services such as healthcare, education, and infrastructure. He described this as a “conversion problem”, the failure to translate national wealth and budgets into tangible benefits for the people.

Bringing attention to real-life consequences, ADC Sawong shared everyday scenarios faced by ordinary Papua New Guineans:

• Mothers travelling long distances to health facilities only to find no medicines available
• Students learning in under-resourced classrooms
• Farmers unable to access markets due to poor infrastructure
• Communities waiting years for promised projects that remain incomplete

“These are not abstract issues,” he said.

“They reflect a breakdown in service delivery  and behind each outcome is a chain of decisions made within the system.”

While acknowledging political influence, ADC Sawong made it clear that public servants are central to implementation outcomes.

“Corruption rarely begins in dramatic moments,” he explained.
“It begins quietly,  in approvals, in exceptions, and in signatures placed on official documents.”

At the heart of this issue, he said, is a simple but critical question every public officer must ask:

“Am I making this decision honestly, in accordance with law and public interest?”

ADC Sawong emphasized that integrity is not separate from decision-making , it is the decision itself. Each signature, he said, carries personal responsibility and long-term consequences.

“In Papua New Guinea, your name matters,” he noted.

“Your reputation is tied to your actions, and accountability can come years after a decision is made.”

He warned that pressure, authority, and instructions do not shield individuals from accountability.

“Only integrity protects you,” he said.

“When scrutiny comes, no one stands beside your signature.”

The Acting Deputy Commissioner also highlighted the personal cost of unethical decisions, including loss of employment, legal consequences, and damage to reputation.

He stressed on the broader impact on families and communities, describing corruption not just as a technical issue, but a deeply human one.

ADC Sawong reaffirmed that the ICAC is actively investigating and prosecuting corruption cases, and that accountability applies to everyone, regardless of position.

“Accountability does not expire,” he stated.

“Decisions made today can be revisited many years later.”

Despite the challenges, ADC Sawong reminded officials that they hold significant power to influence outcomes.

“Public servants are not powerless. You are the custodians of implementation,” he said.

He encouraged officials to remain firm under pressure and to remember their duty to serve the public, not personal or political interests.

As a guiding principle, ADC Sawong offered a straightforward question for decision-making:

“Can I defend this decision in ten years’ time — before my colleagues, my community, and my family?”

If the answer is no, he warned, it is a decision that should not be made.

The Acting Deputy Commissioner also urged officials to report wrongdoing rather than remain silent, noting that the ICAC provides confidential reporting channels and protections for those who come forward in good faith.

Concluding his address, the Acting Deputy Commissioner called for a collective commitment to integrity, reminding attendees that national progress is shaped by everyday decisions.

“Corruption is not built in a single moment, and neither is integrity,” he said.

“Both are built slowly, one decision at a time.”

Lae, Morobe Province – The Independent Commission Against Corruption (ICAC)  has issued a strong warning on the heightened risk of corruption as Papua New Guinea approaches the upcoming national elections in 2027.

Addressing senior government officials and administrators from the Momase region at the ICAC Commissioners’ Regional Breakfast today, ICAC Acting Deputy Commissioner (Retired Judge) Ellenas Batari described elections as one of the most critical periods for governance, where the convergence of money, power, influence, and urgency significantly increases corruption risks.

“Elections are not just political events, they are a test of our systems, our leadership, and our commitment to integrity,” he stated.

ADC Batari highlighted that during election periods, public funds move rapidly, controls can weaken, and decision-making is often rushed. This environment creates opportunities for systems to be bypassed and increases the likelihood of corrupt practices.

“When corruption enters the electoral process, it distorts fair competition, undermines democratic principles, and ultimately compromises the will of the people,” he said.

TheICAC emphasised that electoral corruption extends beyond financial misuse. It includes any act involving the abuse of public office, funds, or systems to influence election outcomes.

Examples outlined include:

• Misuse of public funds such as DSIP and PSIP for campaign purposes
• Awarding contracts or projects to secure political support
• Using state resources, vehicles, or personnel for political campaigns
• Pressuring public servants to support candidates or political agendas
• Fast-tracking projects for electoral advantage

“These actions are not politics, they are corruption,” Acting Deputy Commissioner Batari stressed.

The ICAC reaffirmed that electoral corruption is a priority enforcement area. During the election period, the Commission will intensify monitoring and investigation activities, including:

• Scrutiny of public spending and procurement processes
• Fast-tracking election-related complaints
• Prioritising cases involving misuse of public resources
• Acting swiftly where evidence of wrongdoing is identified

“There will be no tolerance for abuse of office during elections,” she said.

ADC Batari highlighted the Commission’s strong investigative and prosecutorial mandate, which includes the ability to:

• Seize documents and access financial records
• Trace money flows
• Compel witnesses and summon individuals
• Investigate public agencies and officials

He confirmed that the ICAC is fully operational, with over 200 complaints received, multiple investigations underway, and several cases already before the courts.

“This is a Commission that is active, visible, and escalating,” he stated.

ADC Batari issued a clear warning to all public officials:

“Public money is not campaign money. Public office is not a campaign tool.”

He cautioned that any misuse of public funds, unlawful procurement practices, or political interference in administrative processes will fall within the ICAC’s reach.

“No position is exempt. No one is above the law,” he emphasised.

He also reminded public officials that reporting corruption is a legal obligation. Failure to report suspected corruption may constitute an offence.

“Silence enables corruption. Reporting stops it, especially during elections,” ADC Batari said.

Deputy Commissioner Batari called on provincial and district leaders to uphold the highest standards of integrity by:

• Protecting public funds from misuse
• Enforcing procurement and financial laws
• Refusing unlawful directives
• Maintaining accurate records
• Reporting any attempts to interfere with systems

“If you are pressured-document it, refuse it, and report it,” he advised.

In closing, Deputy Commissioner Batari underscored that elections are a defining test of leadership and governance.

“Electoral corruption is not a minor issue. It is a direct attack on democracy,” ADC Batari said.

“Protect the system. Protect public money. Protect the integrity of elections.”

He reaffirmed ICAC’s commitment to act decisively against corruption:

“Work within the law and you are protected. Work outside of it, and you will face the consequences. ICAC is watching. ICAC is ready. And ICAC will act, ”  ADC Batari concluded.

Lae, Morobe Province: The Independent Commission Against Corruption (ICAC) has reinforced the critical role of provincial leadership in combating corruption and strengthening governance during its Second Commissioners Regional Breakfast for the Momase Region yesterday.

The engagement brought together Provincial Administrators, District Leaders, and senior public officials from West Sepik, East Sepik and Morobe Provinces, highlighting a unified effort to address governance challenges at the subnational level.

Speaking at the event, ICAC Acting Commissioner Thomas Eluh emphasised the theme:
“Engaging Provincial Leadership: Promoting Integrity and Accountability through Partnerships.”

Acting Commissioner Eluh stressed that tackling corruption requires collective responsibility across all levels of government, particularly at the provincial and district levels where policies are implemented and public services are delivered.

“Strong, ethical, and transparent leadership at the provincial level is essential in shaping public confidence and ensuring that government resources benefit our people,” he said.

He reaffirmed that the ICAC’s approach is both proactive and reactive, focusing on preventing corruption risks while also holding offenders accountable through investigations and prosecutions.

Growing concerns over corruption in Papua New Guinea, cited in the recent trends that indicate deteriorating public perceptions and systemic challenges.

Key concerns include:

• PNG’s 2025 Corruption Perceptions Index score dropped to 26/100, down from 31/100 in 2024, placing it among the lowest-ranked countries globally
• Corruption remains prevalent in key sectors such as mining, logging, procurement, infrastructure, and elections
• Underlying drivers include weak accountability systems, low transparency, political interference, and cultural influences such as wantok obligations

Strong concerns about corruption risks at the provincial and district levels, where weak oversight systems create opportunities for abuse of public funds.

High-risk areas identified include:

• Misappropriation of funds
• Inflated procurement contracts
• Ghost or incomplete infrastructure projects
• Preferential awarding of contracts to connected individuals

Attention was drawn to the District Services Improvement Program (DSIP) and Provincial Services Improvement Program (PSIP) funds, which are frequently linked to misuse and poor monitoring.

The Commission warned that such practices directly undermine essential services, including:

• Health care delivery
• Education systems
• Infrastructure development
• Law and order operations

“These failures are felt immediately by communities and contribute to growing public distrust in government,” Mr Eluh stated.

He also highlighted the country’s placement on the Financial Action Task Force (FATF) Grey List on 13 February 2026, linking it to weaknesses in systems for tackling money laundering and recovering stolen assets.

Corruption has been identified as a major contributor, with estimates suggesting up to 10% of government funds are lost annually to fraud and corrupt practices.

The ICAC underscored that provincial administrations are central to safeguarding public resources, given the large volumes of funding channelled through their systems.

“Provincial Administrators are custodians of public trust,” the Acting Commission said.
“Their leadership determines whether systems function effectively and whether development outcomes reach our people.”

Mr Eluh outlined key actions for provincial administrations to strengthen integrity and accountability:

• Improve internal controls – strengthen procurement and financial systems
• Appoint integrity focal points – coordinate anti-corruption efforts
• Encourage whistleblowing – create safe reporting channels
• Conduct regular risk assessments
• Lead with integrity – demonstrate ethical decision-making
• Strengthen district collaboration
• Participate in ICAC programs and training

The Commission emphasised that practical reforms at the provincial level can significantly reduce corruption risks and improve service delivery.

The ICAC reaffirmed its commitment to working alongside provincial administrations as both an oversight body and a partner, providing guidance, tools, and support to strengthen governance systems.

“Preventing corruption is not the responsibility of one institution alone,” the Acting Commissioner said.

“It requires strong partnerships, ethical leadership, and a shared commitment to accountability.”

As Papua New Guinea approaches the 2027 National Elections, the  ICAC warned that corruption risks including vote buying, electoral manipulation, and political interference  are expected to increase.

The Acting Commissioner called for vigilance and continued collaboration to protect democratic processes and public resources.

In closing, Acting Commissioner Eluh urged all provincial leaders to demonstrate visible commitment to integrity in their daily work.

“Every decision you make directly impacts the lives of our people,” he stressed.
“Together, we can build a public service that is transparent, accountable, and truly delivers for all Papua New Guineans.”

The Independent Commission Against Corruption (ICAC) is continuing its nationwide efforts to strengthen integrity and accountability across Papua New Guinea, with preparations underway for the second Commissioner’s Regional Breakfast Workshop for 2026.

The upcoming event will be held in Lae, Morobe Province on 18 June, following the successful workshop for the Highlands Region earlier this year.

The Commissioner’s Regional Breakfast Workshop is part of a series of four regional engagements planned for this year. These workshops are designed to build stronger partnerships with provincial leaders and reinforce good governance practices at the sub-national level.

Held under the theme “Engaging Provincial Leadership: Promoting Integrity and Accountability Through Partnerships,” the one-day workshop will bring together:

• Provincial Governors
• Provincial Administrators
• Senior public servants from across the Momase Region

Participants will gain a deeper understanding of ICAC’s role and functions, while also exploring ways to work together in preventing and addressing corruption.

More than 100 leaders from West Sepik, East Sepik, Madang, and Morobe provinces are expected to attend.

Key discussions will focus on:

• Ethical and responsible leadership
• The role of public administration in delivering services
• Effective management of public resources
• Strengthening accountability in governance

This engagement forms part of the ICAC’s broader mission to raise awareness and encourage active participation in building transparent and accountable systems across all levels of government.

Following the public sector workshop, the ICAC will also host a Commissioner’s Breakfast Session for the business community on 19 June in Lae.

Under the theme “Engaging Provincial Business Leaders: Promoting Integrity and Accountability Through Partnerships,” the session will bring together business leaders to engage directly with ICAC Commissioners.

This dialogue recognises that corruption can occur at the intersection of public and private sector activities. The session aims to:

• Increase understanding of the ICAC’s mandate
• Promote ethical business practices
• Encourage compliance in dealings with public funds and or institutions

Approximately 80 participants are expected to attend the three-hour session.

As part of the visit to Lae, the ICAC Commissioners will also engage with students at three secondary schools. These awareness sessions will focus on:

• Integrity and ethics
• Civic responsibility
• The importance of standing against corruption

Preparations for the Momase regional engagements are being coordinated and facilitated by the ICAC’s Prevention and Engagements Division with support from the Australia Papua New Guinea Law & Justice Program and United Nations Development Program.

By fostering partnerships and strengthening awareness, the ICAC aims to build a united front in promoting transparency, accountability, and good governance across Papua New Guinea.

The Acting Commissioner of the Independent Commission Against Corruption (ICAC), Thomas Eluh, has called on Heads of Government Agencies to uphold their constitutional mandate to serve and take bold actions in addressing corruption. 

Mr. Eluh made the remarks during the week-long Heads of Agencies Meeting hosted by the Chief Secretary to Government, Mr. Ivan Pomaleu, at APEC Haus in Port Moresby this week. 

Addressing senior public service leaders, Mr. Eluh stressed the critical need for government agencies to strengthen integrity within their internal systems to better detect, prevent, and address corruption. His call follows the recent release of the Corruption Perceptions Index (CPI), which ranks Papua New Guinea among the 30 most corrupt countries globally. 

PNG’s national score of 26 out of 100 reflects a decline of four points from 2024; a result Mr. Eluh described as deeply concerning. 

“This rating reflects the state of the systems we have in place and the level of tolerance for corruption. It must serve as a serious wake-up call to us as Heads of Agencies responsible for driving the public service machinery,” he said. 

He urged agency leaders to reflect on their individual and institutional responsibilities in strengthening integrity within their respective departments. 

“Each one of you must ask- Are we doing enough to deliver our mandate within the confines of the law? Are we doing enough to champion integrity within our departments to deter corruption?” he challenged. 

Mr. Eluh acknowledged that the ICAC, as a relatively new institution, is continuing to build and enhance its operational capabilities as it evolves. However, he emphasized that the responsibility in combating corruption must not rest solely with the ICAC but must be addressed collaboratively and holistically across government. 

“The fight against corruption must be confronted in all fronts. It must be driven by agencies whose heads are seated here. In doing so, we can meet the expectations of our people and also hold ourselves accountable as public servants. Corruption must not become a hindrance to the service delivery of our people,” he stated. 

The Acting Commissioner asserted that the ICAC is committed to working in cooperation with all government agencies to strengthen accountability and good governance across the country’s public sector. 

The Independent Commission Against Corruption (ICAC) has gone an extra mile to connect with ordinary Papua New Guineans, taking its anti-corruption message to rural communities. 

At the 2026 Synod of the Evangelical Lutheran Church of Papua New Guinea (ELC-PNG), hosted by ELC-Siassi District in Morobe Province, the Commission’s Awareness and Engagement Team joined church leaders, delegates and members of the ELC-PNG reinforcing the importance of collaborative action with churches in the nation’s fight against corruption. 

Representing the ICAC in the absence of Acting Deputy Commissioner Retired Judge Don Sawong, the ICAC Events & Engagement Director Henry Yamo delivered the Deputy Commissioner’s  speech at Bunsil Station. 

He thanked Head Bishop of ELC-PNG, Reverend Dr Jack Urame,  Church Secretary, Bernard Kaisom, the Synod Committee and the wider Evangelical Lutheran Church member for welcoming the Commission to address delegates from all 18 ELC districts in PNG and for the opportunity to engage with the Church. Mr. Yamo highlighted the importance of faith-based partnerships in raising awareness and influencing positive behavioral change. 

“Corruption affects all of us. It weakens leadership, disrupts service delivery, and erodes public trust. By working together with the Church, we can promote integrity and encourage positive transformation within our communities,” Mr. Yamo said. 

At the center of the speech, corruption was described as “the abuse of entrusted power for personal gain” and in different forms such as bribery, extortion, nepotism, cronyism, fraud, embezzlement, misappropriation of public funds, conflicts of interest, and money laundering. These practices, Mr. Yamo said, undermines development, distort decision-making, and deprive citizens of essential services and infrastructure. 

Mr. Yamo further highlighted that corruption is like cancer spreading through society, visible in unfinished roads, inadequate schools, stalled health facilities, and the misuse of public funds for personal benefit. These failures do not happen because of the lack of knowledge among leaders but from a national culture that too often rewards loyalty over integrity. 

“When loyalty is valued above conscience, leadership disappears. Silence becomes a form of betrayal,” he added. 

The ICAC highlighted ongoing government efforts, including: 

• National Anti-Corruption Strategy (2010–2030) 

• National Anti-Corruption Plan of Action (2020–2025) 

These frameworks serve as roadmaps for unified national action. However, challenges persist in translating policies into practice due to weak implementation, limited resources, and inconsistent enforcement. 

Establishment and Role of ICAC 

Secretary for the Department of Justice and Attorney General Dr Eric Kwa, a member of the working committee that established the ICAC, who attended the event as a delegate, described the establishment of the ICAC as milestone achievement for PNG in its efforts in combating corruption. 

He urged more than 800 delegates and the locals at Bunsil Station to report corruption to the ICAC, pointing out the impacts of corruption such as failed government infrastructure and services. 

“Nau yumi gat wanpla opis istap long helpim yumi. Maski yu wanpela grasrut, namel diwai or traipela kwila, ICAC istap long helpim yu, (The ICAC is here to help us all despite our social standing in society),” Dr Kwa said. 

“Nau ICAC em istap klia tru we nau mipla olgeta ol lida na ol wokman bilong gavman i stap wantaim poret. (All public officials and public servants are now aware of the ICAC’s establishment and mandate.) 

“ICAC igat pawa long mekim wok painim aut long yu, holim yu, na kotim yu. (The ICAC has the mandate to investigate, arrest and prosecute public office holders.)  

“Sapos yu lukim wanpla wok projek i kam na ino pinis gut. Wok bilong mekim klasrum ikam na ino pinis, hausik, wok bilong pulim wara ikam na ino pinis. Em moni bilong gavman, yu ken putim ripot igo long ICAC. Na ICAC bai kam mekim wok painim aut na lukim we i gat popaia istap, em nau em i ken holim na kotim ol man.  (If you see an incomplete government-funded project such as incomplete classrooms, health facilities or water supply, you have the right to make a complaint to the ICAC.)

“Yu lukim moni kam long DSIP bilong mekim rot. Kontrakta kam na em sapos long mekim rot na pinisim, tasol em no pinisim rot. Yu ken putim ripot igo long ICAC.” (You can make a complaint to the ICAC about incomplete infrastructure projects such as roads funded under DSIP.)  

The ICAC also had an information booth setup at the synod providing information about the roles and functions of our office and how the people can lodge a complaint with the ICAC. 

The booth received different expressions from the locals and those who were in attendance at the Synod. 

Most locals from the Siassi district and others from the Lutheran Parish districts in attendance showed gratitude towards the ICAC for bringing this vital information to them.

Lutheran church elders who visited the booth also raised concerns of the rippling effects of corruption that are now targeting the churches. 

“Korapsen em pasin nogut.  Em ino kamap insait long gavman tasol, em save kamap tu insait long sios long olgeta komyuniti. Tenk yu long toksave long mipela long rot blo kotim ol man i mekim dispela pasin,” (Corruption is bad. It does not only happen in government offices or government-run institutions. It also trickles into churches at the community level), a Lutheran church pastor from Madang district said. 

The ICAC noted that fighting corruption is not something one organisation cannot do alone. It requires unity, trust, and cooperation and reaffirmed its efforts to build strong working relationships with government agencies, the private sector, civil society, and churches citing that signing of Memorandums of Understanding (MOUs) were underway to support joint investigations, information sharing, and coordinated national action. 

The Commission encouraged the Church to continue using its moral influence to speak openly about corruption, integrity, and ethical leadership. Church members were urged to report corruption using the official channels outlined in ICAC’s information materials distributed during the event. 

The sentiments echoed by attendees and speakers were that everyone has a part to play to fight against corruption in PNG and only by standing firm and reporting corruption when we see it, we contribute to a safer, fairer, and more prosperous Papua New Guinea. 

The Independent Commission Against Corruption (ICAC) has issued a strong public condemnation of a Facebook page operating under the name “PNG – Anti Corruption Blog”, after the page falsely impersonated the Commission, disseminated fraudulent statements, and unlawfully used the ICAC’s official branding. 

False Publications Released Without Authorisation 
On 28 December, the Facebook page published two fabricated statements falsely presented as official ICAC releases: 

1. “ICAC Confirms Investigation into Allegations Against Leon Hardware Limited and Related Parties for Serious Corruption and Conspiracy Offences” 

2. “To Chinese Companies Operating in Papua New Guinea: Cooperate Fully with Tax Authorities and Uphold the Law.” 

The ICAC confirms that these statements are entirely false and were issued without its knowledge, consent, or authorisation. The Commission has not announced, confirmed, or publicised any investigations in the manner claimed by the page. 

The ICAC emphasises that the publication of fraudulent statements is a serious act of deception with the potential to cause significant: 

• Reputational harm 

• Legal consequences 

• Commercial disruption 

Such actions mislead the public, violate public trust, and interfere with lawful processes. The ICAC warns that misuse of its identity is a grave matter that undermines confidence in Papua New Guinea’s anti-corruption systems. 

Misuse of Branding and Identity 
The unauthorised use of the ICAC’s name, logo, and visual identity is strictly prohibited. The Commission states that such conduct: 

• Undermines its integrity 

• Misrepresents official actions 

• Risks eroding public confidence in its mandate 

For these reasons, the ICAC has issued a clear directive to the operators of the fraudulent Facebook page to immediately cease and desist from: 

• Impersonating the ICAC in any form 

• Publishing false or misleading statements purported to be from the Commission 

• Using ICAC’s branding, logos, or identifiers without lawful authority 

The ICAC reserves the right to take legal and regulatory action against the operators of the page. This may include referral to relevant authorities to ensure accountability and prevent future misconduct.

The Independent Commission Against Corruption (ICAC) joined the wider public service in marking the beginning of its 2026 operational year with a meaningful and symbolic Dedication Service. The ceremony, though modest in size, served as an important moment of reflection and commitment for the Commission and its staff as they prepare for the year ahead. 

During the opening of the service, Acting Deputy Commissioner, Retired Judge Don Sawong, encouraged staff to seek wisdom and guidance from God as they carry out their daily responsibilities. He emphasised that humility and spiritual grounding can strengthen their capacity to meet the demands of their roles. 

“With God’s wisdom and guidance, you can do things. Your daily tasks will become easy for you. God will open doors for you and he will bless you,” Judge Sawong stated. 

He reminded staff of the significant responsibility they hold as officers of a constitutional institution tasked with protecting the nation from corruption. 

“You are unique public servant, working in a constitutional office established to combat corruption. The people of Papua New Guinea are looking up to you,” he said. 

The service was led by Pastor Walter Kaumi of the Tabernacle of Prayer Church, who dedicated ICAC’s staff and operations under the theme “The Principle of the First.”  

He encouraged the Commission to anchor its goals and activities in strong values, noting that dedication and alignment with purpose will support the organisation’s mission throughout the year. 

“Your dedication service is important as you align your goals and objectives for this year to the Lord for his guidance and wisdom,” Pastor Kaumi said. 
“You are set; you’ve started off well. You are humble enough to give God the First, by honouring this through this dedication service.”

The Independent Commission Against Corruption (ICAC) and the Securities Commission of Papua New Guinea (SCPNG) have formalised a strategic partnership to strengthen the fight against corruption within the nation’s capital market. 

Through a Memorandum of Understanding (MoU)signed today in Port Moresby, both agencies will collaborate to share timely and relevant information, enabling faster detection and response to financial crimes, fraud, market manipulation, and other corruption risks. This initiative aims to reduce delays caused by administrative processes and enhance regulatory efficiency. 

The MoU also supports PNG’s compliance with Financial Action Task Force (FATF) standards, which emphasise inter-agency cooperation to prevent and combat money laundering and related financial crimes. 

ICAC Acting Commissioner, Thomas Eluh, highlighted the significance of the partnership: 
“This MoU reinforces ICAC’s commitment to building strong collaborative relationships with SCPNG as a key regulatory and enforcement body within the capital market. Access to timely and accurate information is critical in detecting corrupt conduct and tracing illicit financial activity.”

One such initiative is the ICAC’s participation in the Department of Finance’s International Anti-Corruption Day event at Waigani today. 

Speaking at the event, the ICAC Acting Commissioner Thomas Eluh emphasised on the significance of the ICAC’s mandate to work collaboratively with agencies such as the Department of Finance in preventing and combating corruption. 

“Cooperation with the ICAC is not optional. It is a constitutional requirement, enshrined in law, and reflects the reality that corruption is widespread and deeply entrenched across institutions, societies, and communities,” Mr Eluh said. 

He stressed that addressing the issue of corruption, requires a comprehensive and coordinated approach across all sectors. The Constitution grants the ICAC a clear mandate to prevent, investigate, and prosecute corruption-related offenses in close collaboration with other government bodies. 

Mr Eluh highlighted that under the OLICAC, all government bodies and entities have a statutory duty to assist the ICAC in fulfilling its roles and functions. 

“The Department of Finance plays a critical role in supporting the ICAC by monitoring financial transactions and implementing effective controls to prevent the misuse of public funds,” he said. 

He further challenged public servants and public officials: 

“This responsibility is not just institutional, it is personal. Every officer should reflect on the actions you have taken, through your role, to assist in preventing corruption.” 

Every citizen has a role to play. If you suspect corruption report it to the ICAC. We treat every complaint with the highest importance and complete confidentiality.”

The Independent Commission Against Corruption (ICAC) has strengthened its fight against corruption by signing a Memorandum of Understanding with the Internal Revenue Commission last Friday.  

This landmark agreement aims to enhance cooperation in preventing, detecting, and addressing corruption within Papua New Guinea’s revenue and taxation systems. 

The partnership establishes a framework for: 

• Responsible information sharing between agencies 

• Coordinated case referrals for timely action 

• Joint initiatives to improve integrity and accountability in revenue administration 

It also opens opportunities for collaborative training, systems assessments, and advisory support, enabling both organisations to address corruption risks more effectively. 

ICAC Acting Commissioner Thomas Eluh highlighted the importance of this collaboration: 

“This MoU marks an important step forward in our mutual effort to deter corruption risks. Internal revenue is vital to national development, but corruption remains a significant challenge within these systems. The MoU enables ICAC and IRC to work closely together to strengthen our ability to detect tax and financial irregularities, and close systemic gaps that allow corruption to thrive,” said Mr. Eluh. 

IRC Commissioner General Sam Koim echoed similar sentiments, emphasising the value of institutional cooperation: 

“This partnership strengthens the IRC as we continue modernising our operations and improving the integrity of our tax systems. By working closely together, IRC and ICAC can close loopholes, strengthen compliance, safeguard public revenue, and reinforce public confidence in our tax system. The MoU reflects our commitment to transparency, accountability, and ethical administration, and demonstrates the importance of collaboration in protecting Papua New Guinea’s revenue.” 

This partnership reinforces government efforts to strengthen governance, ensure transparency, and protect public resources. It builds on ICAC’s expanding network of inter-agency collaborations designed to reinforce resilience against corruption. 

The Independent Commission Against Corruption (ICAC) uncovered misappropriation of more than K1.04 million funds from the Government Tuition Fee Subsidy (GTFS) now known as the Government Free Education Policy allocated to a public school. 

An ICAC investigation into New Hanover Secondary School in Kavieng, New Ireland revealed systemic corruption and misappropriation of GTFS funds between 2021 and 2025. 

Evidence gathered by the ICAC revealed that school principal Fredrick Mahisu, in collusion with Apollo Pangasa, the GTFS Coordinator for New Ireland Province, falsified student enrolment numbers on census forms submitted to the Provincial and National Education Departments. 

These inflated figures led the Education Department to release substantial GTFS funds to the New Ireland Provincial Subsidy Office, and later, directly into the school’s account following a policy change in 2022. 

Further investigations uncovered that Mr. Mahisu diverted these funds for personal gain, including the purchase of four vehicles for private business and personal use. The ICAC has since seized these vehicles. Additionally, Mr. Pangasa benefited through kickbacks deposited into his personal account. 

Evidence also implicates Benson Apelis, Provincial Chief Executive Officer for the Social Services Division, as a recipient of misappropriated funds. 

The ICAC executed four search warrants at Mr Mahisu’s current school, New Ireland Provincial Administration Subsidy Office and the New Hanover Secondary School where documentary and electronic evidence were secured. 

As a result, the ICAC has arrested and charged the following individuals: 

1. Fredrick Mahisu– one count of Misappropriation ( K1,040,339.55), two counts of Official Corruption, one count of Conspiracy to Defraud under the Criminal Code Act, and one count of Dealing with Criminal Property under the Criminal Code (Money Laundering and Terrorism Financing) (Amendment) Act 2015. 

2. Shirley Natasha Perry (wife of Mahisu)-one count of Dealing with Criminal Property under the Criminal Code (Money Laundering and Terrorism Financing) (Amendment) Act 2015. 

3. Apollo Pangasa – one count of Official Corruption, one count of Conspiracy to Defraud, one count of Dealing with Criminal Property under the Criminal Code (Money Laundering and Terrorism Financing) (Amendment) Act 2015. 

4. Benson Apelis – one count of Official Corruption, one count of Conspiracy to Defraud, one count of Dealing with Criminal Property under the Criminal Code (Money Laundering and Terrorism Financing) (Amendment) Act 2015. 

The ICAC has determined that the misappropriation of the GTFS is widespread nationwide, and further investigations are underway.

The Independent Commission Against Corruption (ICAC) has carried out its first major arrest under Operation Tyenna, targeting a former senior politician and several individuals implicated in an alleged corruption and misappropriation case involving more than K1.7 million within the Papua New Guinea Sports Foundation (PNGSF). 

Background of Operation Tyenna 

Launched in February this year, Operation Tyenna uncovered that the PNGSF awarded four contracts to Karma Investment Limited, a privately registered company in Papua New Guinea, without following proper procurement procedures. 

Investigations revealed that Karma Investment Ltd is solely owned and directed by Ms. Kathleen Ruth James, an Australian citizen with permanent PNG resident. Ms. James is the wife of Mr. Don Polye, who at the time served as Minister for Higher Education Research Science and Technology, and Sports. 

The contracts, intended for the supply of sporting equipment and social mapping services, remain unfulfilled. To date, no sporting equipment has been delivered, and no social mapping services have been provided. 

ICAC Investigation and Arrests 

The ICAC executed multiple search warrants across various locations, including the PNGSF offices, securing both documentary and electronic evidence related to the allegations. 

As a result, the ICAC has arrested and charged the following individuals: 

1. Mr. Don Polye – Former Minister for Higher Education, Research, Science and Technology, and Sports 
   Charges: Official Corruption, Conspiracy to Defeat Justice, Attempting to Pervert Justice. 

2. Mr. Albert Veratau – Former Executive Director of PNGSF 
   Charges: Official Corruption. 

3. Mr. Maino Maniana – PNGSF Project Manager 
   Charges: Official Corruption. 

4. Mr. Benjamin Malol – Project Masters Ltd Project Manager 
   Charges: Official Corruption, Conspiracy to Defeat Justice. 

The ICAC has also obtained a Warrant of Arrest for Ms. James and is working closely with the Office of the Attorney General and the Office of the Public Prosecutor to initiate extradition proceedings to bring her before the courts in PNG. 

Operation Tyenna marks the beginning of several major investigations involving prominent public figures and business entities. Under the strong guidance of the ICAC Acting Commissioners, the Commission will continue to investigate and bring to justice those involved in corrupt conduct in Papua New Guinea. 

The ICAC acknowledges the assistance and cooperation of the Royal PNG Constabulary in the arrest and detention of Mr. Polye.

The Independent Commission Against Corruption will be running three competitions as part of its youth engagement initiative under the 50-Days of Integrity Campaign.

The Independent Commission Against Corruption launched its 50 Days of Integrity Campaign today. 

Under the Commission’s theme “Building Integrity Together 50 Years On”, the campaign aims to ignite a nationwide movement for behavioral change and commitment to stand against corruption.  

The campaign will run for 50 days starting today and will end on December 17, 2025, in commemoration of the International Anti-Corruption Day (IACD) which falls on December 9. 

Through creative, cross-sector engagement, the campaign aims to embed integrity as a lived value across society, mobilizing youth, public servants, businesses, and communities to make a call to action 50 years on. 

The campaign is designed to engage all sectors of society through various initiatives: 

Gold Ribbon for Integrity 

The ICAC launches the use of the ‘Gold Ribbon for Integrity’ as a national symbol of ethical commitment. Gold is traditionally associated with high standards, excellence, and achievement, and it reflects moral strength, honesty, and ethical leadership. By adopting the Gold Ribbon, we aim to create a powerful and visible emblem that inspires individuals and institutions to uphold integrity in all aspects of life. 

Competitions 

The campaign will host three types of competitions: 

· Facebook Selfie – take a selfie with the Gold Ribbon and explain why you stand against corruption.

“When we talk about corruption, we think about criminal offences like official corruption, bribery and abuse of office,” ICAC Proceeds of Crime Director Dallas Henderson made this remark during the Inaugural Anti-Money Laundering and Counter Terrorism Financing and Counter Proliferation Financing Conference (AMLF/CTF and CPF) held recently at the Apec Haus, in Port Moresby. 

Henderson joined the panel comprising representatives from financial institutions and government agencies to discuss the impacts of corruption on ordinary individuals, government services, and the economy. 

“The consequences of corruption are significant and widespread, from direct costs to individuals and society, which encourages criminal behaviour and undermining trust in institutions,” she said.   

She said misappropriation of property, money-laundering and tax evasion falls under Financial Crime and added that both Criminal Offences and Financial Crime are closely linked. 

“More often than not, individuals engaged in corruption will also be committing financial crimes and will have financial crime charges alongside the corruption charges on the indictment once the law catches up with them,” she said. 

“Corruption doesn’t happen in isolation. 

 “Those who abuse public offices are often committing other crimes such as money laundering and tax evasion. When we investigate, we don’t just look at the misconduct, we follow the money.”  

“When a complaint is made to the ICAC, a dedicated team assesses the complaint to determine whether it identifies corrupt conduct. If this initial assessment finds a reasonable allegation, then the matter is referred to the commission to approve an investigation,” she said. 

The ICAC’s investigation powers under the Organic Law on the ICAC (OLICAC) allows the Commission to compel individuals and institutions to produce information and documents to identify the illicit proceeds of the corrupt conduct. The ICAC then applies for and execute search warrants to obtain financial records, cash holdings, and illegally obtained assets. 

The Independent Commission Against Corruption (ICAC) held a public servants’ awareness workshop last week in Kimbe, West New Britain Province, aimed at equipping provincial officials with the knowledge and tools to identify, prevent, and report corruption to the ICAC. 

The one-day workshop, hosted at Liamo Resort on the 24th of September, brought together participants from government including administrators, magistrates, and district leaders, civil society and private sector staff. Participants gained insight into the ICAC’s roles and functions and explored ways to collaborate with the Commission to strengthen integrity and accountability across the public sector. 

Provincial Administrator Leo Mapmani highlighted the importance of the program, pointing out that corruption often appears in everyday decision-making.  

“Leaders are sometimes cornered into decisions that may be perceived as corrupt, while public servants may act with bias and that is corruption,” he said.  

“All Section 32 officers in the province must exercise caution before signing relevant documents.” 

The workshop was officially opened by Governor Sasindran Muthuvel and Mr Mapmani, who also welcomed the ICAC’s presence in the province and pledged support for future workshops. They also encouraged the Commission to extend training to Section 32 officers, local-level government leaders, church representatives, and partner agencies. 

This was a significant session for the ICAC, being the first workshop in the province to include both the political head and administrative head alongside other senior officials.  

The Governor’s and Provincial Administrator’s opening remarks attracted strong online attention, with the livestream broadcast via the West New Britain NBC Facebook page, reaching over 3,500 viewers by the evening. 

For many participants, the workshop provided their first in-depth understanding of the ICAC’s mandate and investigative processes. It marked an important step in building partnerships with provincial officials to ensure corruption is reported and investigated, ultimately promoting good governance in the province.  

The Independent Commission Against Corruption (ICAC) recently signed two Memoranda of Understanding (MoU) with the Immigrations and Citizenship Services Authority (PNG CSA) and the Investment Promotion Authority (IPA) as part of its collaborative efforts to curb corruption, illicit enrichment and related criminal offences in Papua New Guinea. 

The MOUs set out the framework for cooperation amongst the agencies aimed at preventing, detecting, investigating and prosecuting corrupt conduct, money-laundering and other serious offences that undermine good governance and national development. 

The partnership with PNG ICSA is aimed at strengthening national efforts to prevent individuals implicated in corrupt conduct from fleeing the county to avoid investigations and prosecutions. 

Chief Migration Officer, Wellington Navasivu expressed satisfaction with the conclusion of the MOU stating that: “The ICSA will work closely with the ICAC on areas of mutual interest, cooperation and information sharing”. 

Mr Navasivu highlighted the need for stronger cooperation and information sharing between key agencies, law enforcement bodies, border authorities and financial institutions to jointly address the growing concerns around human trafficking, money-laundering and all forms of transnational crimes. 

The MOU with IPA meanwhile sets outs the collaboration between the ICAC and IPA and is aimed at enhancing oversight of business activities, particularly foreign and domestic investments inclusive of intellectual property rights. 

This partnership is a critical step forward ensuring that investments in PNG genuinely serve the national interest. 

“The IPA places emphasis on Anti-Money Laundering and Counter Terrorism Financing (AML/CTF) issues,” IPA Managing Director, Clarence Hoot said.

As Papua New Guinea marks 50 years of Independence, the Independent Commission Against Corruption (ICAC) is proud to launch its official YouTube Channel, to boost its educational and awareness initiatives.

The Independent Commission Against Corruption (ICAC) joins the nationwide celebration of Papua New Guinea’s (PNG) Golden Jubilee. 

In a small but significant approach, the ICAC launched its external Independence Campaign today, to inform and create public awareness on the Commission’s mandate and the crucial role every citizen plays in the fight against corruption. 

In alignment with the national theme, “Celebrate Our History and Inspire Our Future”, the ICAC campaign runs under the theme “Our Heritage, Our Integrity, Our Future”.  

This initiative aims at commemorating PNG’s 50^th Independence Anniversary as well as creating awareness on the importance of maintaining integrity at all levels of the government and society and the positive impact it can have on the country’s future.  

Running from September 1 to 16, the campaign will feature a series of public engagements, media outreach, and educational materials designed to empower citizens and reinforce the importance of a corruption-free society. 

In launching the campaign, the ICAC highlights its commitment to building a future for PNG with integrity, transparency, accountability, and good governance. 

“The Acting Commissioner of the ICAC Thomas Eluh in acknowledging the campaign, said as we celebrate 50 years of Independence, we must also reflect on how far we have come as a nation. We honour the sacrifices of our founding fathers and those who laid the foundations of our country. 

“As we honour the courage and sacrifices of those who led us to Independence, let us be equally bold in our stand against corruption.”

Papua New Guinea’s anti-corruption agency, the Independent Commission Against Corruption (ICAC), launched its first strategic plan last Thursday.  

Deputy Commissioner-Prevention and Corporate, Graham Gill, emphasised on the Commission’s constitutional mandate during the internal launch. 

“The ICAC’s purpose is driven from the Constitution to contribute and collaborate with other agencies to reduce and combat corrupt conduct as mandated under section 220C (of the Constitution),” he said. 

The ICAC Strategic Plan 2024-2027 sets out six priorities which will guide the Commission’s activities over the next four years. These priorities include: 

1. Undertake investigations and prosecutions that matter. 

2. Increase engagement and awareness of the ICAC’s role and functions. 

3. Develop collaborative relationships. 

4. Drive corruption-resistant systems through prevention, policy, and legislation. 

5. Create good internal governance and reporting systems. 

6. Build organisational capability and culture. 

The ICAC staff welcomed the four-year strategic plan, acknowledging it as a key pathway for the ICAC as a newly established organisation. They also expressed their support to ensure that those priority areas are achieved. 

Deputy Commissioner Gill said these priority activities will be the ICAC’s focus for the next four years in the fight against corruption. 

Money is at the center of many challenges in the public offices which result in corrupt conduct of officials and the abuse of power. This was highlighted by a public official during a seminar in Port Moresby recently. 

“Corruption is peculiar in every office. Amongst those institutions, they also have challenges, and money is at the center of it all,” the Public Solicitor said. 

Mr Leslie Mamu was one of the four panelists at a discussion forum co-hosted and organized by the Independent Commission Against Corruption (ICAC) and the Papua New Guinea Law Society on 4^th July 2024. 

He said corruption is deeply rooted in the PNG society and we need a change of approach and mindset from individuals or groups to reduce or prevent corruption. 

He challenged lawyers to take the lead in combating corruption and to work in collaboration with the anti-corruption agencies.  

“Corruption will remain with us. The challenge is how we deal with it,” Mr Mamu said. 

Sharing the same view, the ICAC Deputy Commissioner Prevention & Corporate- Graham Gill, stated that a lot of corruption in the country is simplistic and straight forward theft. 

He highlighted that one of the roles of ICAC is to roll out prevention programs to break corruption.  

“When you look at the context of corruption in PNG, it is fair to say that 20 per cent of government spending is lost through corruption, waste or error in any given year,” Mr Gill said. 

“Prevention is about putting in place programs, procedures, policies, methodology, to make sure that fraud and corruption doesn’t happen.” 

The Independent Commission Against Corruption (ICAC) was joined by more than 1000 others to Walk Against Corruption on Sunday 16 June 2024.  

The Sir Anthony Siaguru Walk Against Corruption aims to enhance collaboration and solidarity in the fight against corruption in the country. The Walk was coordinated by Transparency International PNG (TIPNG). The theme for the 2024 Walk Against Corruption was ‘Rise Up Against Corruption’. 

The ICAC joined other government departments, private sector bodies, businesses, civil society organisations and schools. All participants indicated an enthusiastic support for rising against corruption.  

The ICAC registered three teams and sponsored two school teams-Gerehu Secondary School and Bomana Sacred Heart Teachers College who walked alongside ICAC staff. The team worked collaboratively to their support by chanting: 

‘Walk with pride side by side. Stop corruption in its stride. Stopim korapsen, stopim korapsen, stopim korapsen NOW!  

The Walk Against Corruption is an annual fundraising event for TIPNG. It is also aimed at providing an avenue for citizens to peacefully express their stand against corruption as well creating awareness amongst the public on the impact of corruption in the country. 

ICAC’s Executive Director Deanne Allan stated that: “It was a privilege to be part of this event and so encouraging to see the level of support for rising against corruption in PNG. The ICAC must collaborate with others to effectively counter corruption, and I can certainly see a public enthusiasm for the work as well. I can’t wait for the Walk in 2025”.  

Most ICAC staff shared the similar sentiments as Ms Allan, sharing their experiences as “exhilarating and inspiring walking with like-minded individuals” and that they also look forward to “involving their families” in the next Walk. 

The Independent Commission Against Corruption (ICAC) attended the launch of the Australia-Papua New Guinea Law and Justice Partnership on Thursday 11 April 2024 at the Hilton Hotel in Port Moresby. 

This Program will provide K250 million over four years to PNG to support and strengthen the justice system, professional development and to improve community engagement. The key focus of this partnership will be to empower key agencies to promote law and justice. 

The objective of this partnership include:  

• Improved delivery of law and justice services. 

• Improved access to justice and just results.   

• Improved crime prevention and community safety.  

• Improved Criminal Justice Outcomes and integrate the informal system. 

The ICAC Commissioner Andrew Forbes attended the launch alongside other heads of departments in the PNG Law and Justice sector. The ICAC has been involved in extensive consultation to develop this program, alongside other PNG law and justice agencies. 

• Improved accountability and reduced corruption and 

• Improved support for national security initiatives. 

The Partnership program is aligned to PNG priorities through the country’s fourth Medium Term Development Plan (MTDP IV) and other strategic partnership activities between Australia and PNG.  

The role of the ICAC is to investigate and prosecute corrupt conduct and to carry out anti-corruption awareness and prevention activities.  

Belinda Hughes, the Executive Director Legal Division of the Independent Commission Against Corruption (ICAC), met with the Gulf Provincial Coordination and Monitoring Committee in Kerema on 20 March 2024. 

“Corruption takes away money for services to the people. This means that money is in people’s pockets when it is supposed to be used for roads and hospitals,” she said. 

She added that the Organic Law on the Independent Commission Against Corruption (OLICAC) applies to all public officials and public bodies as well as private individuals/entities who may have influence on the use of public money or otherwise. 

Ms Hughes and the Committee members had a productive question and answer session, including questions about the ICAC’s coercive powers under the OLICAC. She advised that committee members could be required to produce documents, materials, or thing for purposes of investigations or enquiries even if they did not receive or misuse public money but have one way or the other facilitated the use of public money.  

She further added that PNG ranks poorly on the global scale with a ranking of 29 out of 100, a ranking which is just above the countries currently at war.  

“This shows that we have a lot to do to improve PNG’s ranking. And it cannot be done by ICAC alone. We need everyone to work together to lower the level of corruption in the country,” she said. 

While in Kerema, the ICAC also visited a local school and delivered mugs and sports equipment to the teachers and students.  

“Papua New Guinea may be losing up to four (4) Billion Kina to corruption every year,” PNG Independent Commission Against Corruption (ICAC) Commissioner Andrew Forbes made this statement during the Department of Prime Minister and National Executive Council (DPMNEC) launch of the Anti-Fraud, Anti-Corruption, and Whistle-Blower Policy on the 17^th of August 2023 in Port Moresby. 

There are reports of government departments or agencies alleged to have failed to ensure that money or resources are being distributed for the benefit of communities in the country.    

“If those reports are true, then this is concerning because communities directly suffer,” Commissioner Forbes said.   

From a political and social perspective, this results in the erosion of public confidence in government.  From a legal perspective, it is potentially an abuse of authority and amounts to corrupt conduct. 

He said this may impact the reputation of PNG which includes the risk of being “grey listed” by the Financial Action Task Force which in turn causes further harm to the PNG economy.   

Commissioner Forbes alluded that the definition of corruption under its governing law is quite broad which allows ICAC to not only consider the conduct of a public official or public body but can also examine the conduct of any person engaged by a public official or public body. ICAC can also investigate an issue even where no public official or public body is implicated. 

The Commissioner emphasised that the operations of the PNG ICAC will be very different from that of other integrity agencies: 

• A major aspect of its operation will be the conducting of prevention programs – this is a critical aspect of the proactive steps that can be taken to promote change.   

• It can undertake investigations with the benefit of coercive powers. 

• At the conclusion of an investigation, the Commission may make findings about corruption allegations and make recommendations on a course of action others may take.  (It may also bring a prosecution). 

• It will work with other agencies to ensure there is a conclusion to an investigation/issue (which could involve seeking an outcome by negotiation or without the need for formal steps (ICAC won’t set and forget).  

• ICAC will over time collect statistics that will assist in identifying areas of vulnerability and be used to enhance government policies and systems.  

He said ICAC’s prevention function will be placing a significant focus upon bringing about change by working with the public and private sectors to implement processes that will reduce the temptation of corruption, or at least allow it to be revealed a little more easily.   

“Prevention programs allow for proactive, rather than reactive steps to be taken and again sets ICAC apart from other integrity agencies,” he said. 

Commissioner Forbes further stressed that the Organic Law makes it clear that there must be cooperation and collaboration between the Commission and the departments and agencies to achieve what is an enormous task of reducing corruption.    

He said the legislative framework that is the focus of today’s launch provides the basis for positive change, change that will better the people of PNG. It will take time, but we must start now.  

“While ICAC is one instrument of that change, it cannot do it alone. All stakeholders must be determined and work together to prioritise reducing and preventing corruption. All must act in the public interest and without regard to personal interests,” he said. 

The Papua New Guinea Independent Commission Against Corruption (PNG ICAC) welcomes its Commissioners after being sworn in at the Government House Port Moresby on the 4^th of July 2023. 

 Welcoming the Commissioners, the PNG ICAC Interim Chairman Thomas Eluh said their coming has been much anticipated.  

“The Commissioners’ swearing-in today is a milestone achievement for Papua New Guinea,” Mr Eluh said. 

The Commissioner Andrew Forbes comes from Australia, is a lawyer by profession, has worked for over 30 years in the legal field, and brings a wealth of experience in contentious disputes, and disciplinary and regulatory proceedings. 

The Deputy Commissioner, Operations Daniel Baulch is also from Australia and was a former police officer with the Victoria Police.  He has worked in law enforcement for more than 20 years and brings a wealth of experience in the field of investigations. 

The Deputy Commissioner Prevention and Corporate Graham Gill is from New Zealand. Prior to his current appointment, he was the deputy chief executive corporate & strategy with the New Zealand Serious Fraud Office.  He was also a former police officer with the New Zealand Police, and he brings with him 26 years of experience in prevention work and investigations.

Mr Eluh announced that his role as the Interim Chairman has come to an end with the swearing-in of the three Commissioners.  

The newly appointed Commissioner Forbes thanked the outgoing chairman and said Mr Eluh has set the foundation on which they will continue to build to fully establish and operationalise the PNG ICAC.   

“Our priority will be to foster cooperation across government departments, anti-corruption agencies, and the private sector, and we also welcome the support of the people to address corruption in Papua New Guinea,” he said.  

Supporting the Commissioner’s statement, Deputy Commissioner Baulch stated that ICAC needs to form partnerships and collaboration both domestically and internationally.   

“We are looking forward to working with those who share the passion of the PNG people in wanting to fight corruption. We have the mandate of our legislation, but we continue to seek unwavering support of the people and partner agencies to stop corruption,” Deputy Commissioner Baulch said. 

Deputy Commissioner Prevention and Corporate Administration, Graham Gill added that corruption has huge economic impacts.  Internationally between 0.5 percent and 5 percent of government spending is lost to fraud and corruption.  

“This means that government funds do not reach the most vulnerable and in need,” he said.  

“It undermines the economy and creates an impediment to growth. This is why fighting corruption is an important task and one we are committed to.”
